pending feedback on request and response shape.
Returns the policy with its current draft settings. schemaDrift indicates whether
the draft was authored against an older schema version. hasDraft indicates whether
unpublished changes exist.
The response carries a strong ETag derived from the optimistic-lock version
counter (omitted for legacy documents that predate versioning). Pass this value
back in an If-Match header on PATCH to guard against lost updates.
