OIDC login dispatch reports a clear 404 when it is unavailable

Both dispatch endpoints now return 404 when OIDC is disabled, or when OIDC login dispatch is unavailable because the OIDC broker is enabled. Treat this 404 as "OIDC login dispatch is not available on this instance" rather than a missing resource. Existing integrations keep working — this documents a status for a state that was already unsupported, so callers on instances where dispatch is available see no change.

Cloud identity provider membership tests surface directory failures

  • POST /v1/cloud-idp/{id}/test-user-membership

The endpoint now returns 500 when the membership lookup cannot be completed because the directory service is unavailable or returned an error. This separates a backend directory failure from a genuine negative result, so a caller can retry or report the outage instead of reading it as "user is not a member." A successful lookup is unchanged.
